My node js app is not running on some university internet connection can you tell me what is the issue.

I am not able to type anything below I'm listening on port 8080 second thing if I run localhost/8080/index.html it gives me nothing it says This site can't be loaded or in firefox it says unable to connect… I rechecked code it's fine… what is the problem I am facing? I also tried different ports but no output in browser
